Consortia Working Group
Charge
The Consortia Working Group is responsible for developing community-driven guidance on consortial needs, best practices, and workflows related to the cooperative collections lifecycle.
This group aims to facilitate support for the identification of collaborative collections opportunities and shared priorities across its libraries, with a focus on prospective collections building in an opt-in consortial model. It will also build on the efforts of other working groups to articulate streamlined processes for cross-institutional partnerships, collectively funding, acquiring, and managing access to content within cooperative collections development frameworks, applying its unique consortial lens.
Participants will create recommendations tailored to guide consortia staff, as well as individual institutions, publishers, and vendors in effectively engaging with consortia to support material selection (in all formats), acquisitions, and utilization at scale. In addition, the Consortia Working Group will provide input and feedback to the Technical Prototype Development Team on consortial data needs and workflow requirements.
Scope
Working regularly with the other CCLIP working groups, the Consortia Working Group will examine CCLP user stories that focus on the unique opportunities that consortia of different types offer to collaborating institutions with respect to all areas of the prospective collections lifecycle activities. Within that context, this working group will articulate best practices, data collection needs and challenges, and pinpoint key opportunities for libraries, publishers, and vendors operating within consortial and interconsortial environments, particularly in scenarios where collaborations are optional or opt-in.
The scope includes exploring consortial workflows for collaboratively acquiring materials in all formats and collectively funding open access resources, as well as associated group licensing issues, and the data gathering and infrastructure needs to support these activities. In developing the CCLIP recommended practice, this group will discuss how consortial and inter-consortial efforts may be reimagined, and identify user needs and functionality gaps in a cross-institutional collaborative environment. Based on these identified user needs, the Consortia Working Group will provide feedback to the Technical Prototype Development Team for prototype middleware

Acquisitions Working Group
Charge
The Acquisitions Working Group will focus on developing community guidance on the procurement workflows institutions will use to acquire content in the context of cooperative collections development. They will develop recommendations to guide the ordering, selecting, and licensing of materials and budget management, vendor selection, and records management workflows in a networked infrastructure.
Scope
Working regularly with other CCLIP working groups, the Acquisitions Working Group will examine CCLP user stories that focus on the process of acquiring materials in a cooperative environment. They will explore existing workflows for acquiring materials, as well as associated order processing workflows, licensing issues, budgetary management issues, and the data gathering and processing systems that support acquisition activities, discuss how these will be reimagined, and identify user needs and functionality gaps in a cross-institutional collaborative environment.

The Working Group will explore the acquisition process at scale in collaborative environments, including the data gathering process, order processing, and licensing issues faced by acquisitions staff. This exploration will focus in particular on how CCLP Acquisition-staff Personas engage with others, such as selectors, budget and legal staff, library managers, and publishing partners. These users need to engage with product availability data, collections specialist input, budget expectations, and legal issues surrounding the purchase and access of content. Once acquired, content then needs to be ingested into cataloging and assessment workflows and information shared across the collaborative environment.

Assessment / Data Analysis Working Group
Charge
The Assessment / Data Analysis Working Group will focus on developing community guidance on the assessment workflows that institutions will use to provide organizational feedback on the inputs and outputs necessary to implement collaborative collections lifecycle activities. Members will explore what sorts of assessment criteria will be desired and expected and sources of data generation, particularly across institutions, and will provide guidance on how these data may be aggregated and organized. They will also provide input on metadata requirements necessary to generate reports on key CCLP performance indicators as well as input to the Technical Development Lead Team on reporting requirements related to CCLP prototype middleware and application specifications. Additionally, they will review and if necessary recommend changes to, existing industry standards that relate to cooperative collections for usage tracking or assessment.

Working regularly with other CCLIP working groups, the Assessment / Data Analysis Working Group will examine CCLP user stories that focus on assessment and reporting needs in the collaborative collection development ecosystem. Members will explore existing workflows for creating and modifying collections, monitoring usage, and providing financial reports, as well as examine associated data exchange protocols that support decision making systems. They will also work to identify functionality gaps and user needs related to reporting and assessment in a collaborative environment.

Cataloging / Metadata Working Group
Charge
The Cataloging / Metadata working group will focus on developing community guidance on the metadata needs and cataloging workflows among institutions necessary to implement collaborative collections lifecycle activities. They will also provide input on metadata exchange requirements to the Technical Development Lead Team to support the development of CCLP prototype middleware and application specifications.
Scope
Working regularly with other CCLIP working groups, the Cataloging / Metadata Working Group will prepare CCLP user stories that focus on cataloging activities and metadata needs in the collaborative collection development ecosystem. Members will explore existing workflows for creating/modifying records as well as details of associated metadata exchange protocols that support maintenance of information systems. They will also work to identify functionality gaps and user needs for metadata workers in a collaborative environment.

The Working Group will explore the data ingest needs of individual institutions as well as the engagement of those users in cooperative systems, as well as the metadata needs of other working groups’ user stories (such as selection, acquisitions, or analytics requirements). These user stories will focus in particular on CCLP personas such as selectors, acquisitions librarians, library patrons, and library management, who require accurate and consistent data to support their work. These users are expected to receive or use data from multiple sources such as aggregators, publishers and other partner institutions, then share it within their user communities.

Collections Development / Selection Working Group
Charge
The Collections Development/Selection working group is charged to develop Recommended Practice guidance, user stories, and implementation guidance on how collections development and item selection should take place across different institutions in a common CCLP infrastructure.
Scope
The Collections Development/Selection working group will investigate and record gaps in current infrastructure and standards to allow cross-institutional and network first collection development activities. It will document data requirements and functionality needed to allow data driven and networked selection to occur in single- and multi-institutional settings. It will act as a resource for the CCLP community regarding collection development and selection duties and represent the CCLP Collections Development persona in the prototype development.

Infrastructure Working Group
Charge
The Infrastructure working group will focus on developing community guidance on the best practices, the underlying open standards and technology needed to enable cooperative collections development. They will also provide input to the Technical Development Lead Team to support the development of CCLP prototype middleware and application specifications.
Scope
Working regularly with other CCLIP working groups the Infrastructure Working Group will examine CCLP user stories and explore existing tools/services to identify functionality gaps and user needs. It will use design thinking methodologies to surface gaps and opportunities in the existing technical infrastructure and provide input to the Technical Prototype Development team in creating a CCLP middleware and functionalities.

Organizational Strategy and Governance Working Group
Charge
The Organizational Strategy and Governance Working Group is charged to develop user stories and Recommended Practice guidance on how libraries and related organizations undertake collections lifecycle activities and governance should take place across different institutions in a common CCLP infrastructure.
Scope
The Organizational Strategy and Governance Working Group Working Group will investigate and record gaps in current norms, institutional buy-in, fiscal dependencies, infrastructure, and standards in managing, advocating, and strategizing for cross-institutional and network first collection development and lifecycle activities. It will document data requirements and functionality needed to allow stakeholders to promote networked collection development and management to occur in a single and multi-institutional setting and will recommend sustainability and business behaviors and strategies to support CCLP infrastructure and functionalities over time. It will act as a resource for the CCLP community regarding governance and CD lifecycle duties and represent the CCLP Organizational Strategy and Governance Working Group persona in the prototype development.
