2025 Pulse of the Library Report Shares Data on AI Implementation, Attitudes
November 2025
Clarivate has released its second Pulse of the Library Report, which is based on surveys of academic, public, and national librarians from over 100 countries around the world. The report measured library adoption of AI tools and attitudes around their use and potential and revealed a number of noteworthy trends:
Adoption of AI in libraries has grown since the 2024 report, with 67% of libraries reporting they are exploring or implementing AI tools on campus vs. 63% in 2023. Of these, 35% are still in the "earliest evaluation stages."
Libraries in Europe and Asia are adopting AI technologies at a faster pace than their US counterparts.
Respondents named a great number of objectives for AI adoption than in 2024, suggesting they are seeing greater potential for its use
Over half of librarians recognize that AI will require upskilling or reskilling of teams and cite responsible use of AI as a key goal for AI literacy.
When asked to cite the biggest challenge to AI adoption, over 60% of librarians cited budget (in 2024 lack of expertise was cited most often).
Librarians see OA and OER resources as becoming more important in the future.
